zch 0fa3c5f6a7 refactor(ems): 统一报警阈值逻辑与位移数据字段映射，优化操作日志与接口限流 
1. 重构报警规则阈值回填逻辑，仅使用triggerValue单阈值口径
2. 调整位移看板SQL字段映射，将displacement别名兼容原有vibrationDisplacement
3. 清理EmsBaseMonitorThreshold冗余getter/setter与toString方法
4. 新增报警规则清理禁用配置方法，避免两套判定逻辑
5. 优化操作日志记录，增加字段截断与异常兜底
6. 为振动/温度报表接口添加IP限流保护
