fix(record): 优化数据记录异常处理

- 修改了 RecordIotenvInstantServiceImpl 类中的异常处理逻辑
- 当分表不存在时，不再抛出异常，而是返回空列表
- 这种处理方式避免了不必要的异常中断，提高了系统的健壮性
